Since there isn't much time, posting pictures right away, was 2015 may 2nd.
Getting started.
Either Pallets from a work place, or a Pallet disposal place, or if not pallets, wood from a wood shop.
In a car, I transport the pallets between the front and rear seats. I strap the pallet in on both sides.

Making the most of the wood, by recessing the bottom slat of wood.
Mark in the line at 130 degrees.
Measure 19inches and mark in 115 degrees.
The two stripes obtained by sawing a slat in half, and nailed or a wood screw can be used, before cutting. This means continuous line/cut can be made. Can flip over for cutting with a circular saw, or jig saw.

Checking the criss cross again, using this method, the sides are all level along what becomes the top. Drilling for the wood screws is easier. Using wood screws is great, since it can be undone if it's out of square.

For the handle, can cheat by cutting a long plank, and then the handles become the inverse of each other.
The base, when considering the base, use the width of a wheel wood, or a metal wheel and a bold long enough.
The width cross members can be added to get the width correct, and to correspond with the front and back of the barrow segment.
The legs are cut, and one cut can do both sides with a jig saw.
Another barrow, this one was made in 2001, the wooden wheel failed after about 10years. Note, pallet wood needs to be painted, otherwise it rots quickly. .
Wooden wheel instructions have been posted, Two types, one with cutting the half the wheel from planks, the other by making the individual parts and assembling the wheel.
